二、语法不同

1、annotation：a comment or instruction (usually added)注释或指示（通常添加）。

2、reference：withreferenceto比inreferenceto更常见，都主要用在商业信函和公文里，少用于口语。这里的to是介词，所以With(In)referenceto editing a school paper里，用editing不用edit。

三、侧重点不同

1、annotation：最正式用词，中性，与respect和honour近义。

2、reference：正式用词，中性，含义不很明确，一般需用修饰语加强或明确其意。
